David Ashcroft
David is the Chair on the Association Board for 2016-17 (having previously been the joint Vice Chair for 2015-16 and Regional Director for East of England). He currently is the Independent Chair of Norfolk Safeguarding Children Board, where he is leading whole system improvement with partners.  He has previously been the Chair of South Tyneside and Manchester LSCBs and is also a member and chair of other Improvement and Partnership Boards.  David has worked at a senior Director level in children’s services for the past 25 years, including operational responsibility for all aspects of safeguarding and children’s social care and education in a number of local authorities. He was part of the Joint Review Team from the Audit Commission and SSI which developed the first systematic inspection regime for social care. He is an accredited specialist consultant and advisor in child protection, and an associate member of the Association of Directors of Children’s Services. David has also been an author and chair of serious case reviews for several years, and has worked with many LSCBs using different approaches to tackle performance, governance and learning. He also undertakes other improvement, mentoring, inspection and investigation assignments in children’s services, covering social care, education and health responsibilities.

Chris Miller
Chris is the chair of both the adults and children safeguarding boards in the London Borough of Barnet. He was police officer for 32 years before retiring as an Assistant Chief Constable in Hertfordshire in 2011. Since leaving the police he has worked in the fields of domestic violence, information technology, and offender rehabilitation. He is the treasurer for the association and leads on the associations links with the Home Office and the Ministry of Justice.

Richard Burrows
Richard is social work trained and has held a wide range of posts to a senior management level, across Local Authorities and the Voluntary Sector. Since 2008 he has undertaken consultancy work focusing on improvement and safeguarding at a national and regional level. He also runs a company providing independent complaint investigations. Richard has been Independent Chair since 2011.

Alex Walters

Alex Walters has been the Chair of Bracknell Forest LSCB since 2011 and Swindon LSCB since July 2015 and was previously the Surrey LSCB Chair from 2011-15. She is Vice-Chair of the National Association of Independent Chairs and sits on their Board of Directors. Alex has a 25 year background in Local Authority Children’s Social Care, and was an Assistant Director for 6 years .She then became a Children’s Services Adviser for DfE and the Children’s Improvement Board supporting improvement in Children’s services and their partners within a number of Local Authorities. She has been the Lead Reviewer and Chair on a number of published Serious Case Reviews and is passionate about the opportunities to share learning and improve practice.

Simon Westwood
Simon is the NW Regional Director of the Association of Independent LSCB chairs. He currently chairs Safeguarding Children Boards’ in the cities of York and Salford and is the Independent Chair of the Guernsey and Alderney Islands Child Protection Committee. He has over forty years of experience in the public and private sector, holding leadership posts in in strategic and operational level management that included social care services, youth offending and education services for looked after children. He has managed in County Councils, Metropolitan Boroughs and a large City.  He was formerly a member of the Association of Directors of Children Services, Children and Family Policy Committee and Research in Practice Board. He has served as Chair of Governors at a Primary School and LA Governor in a secondary school. In former roles he has also been Chief Executive of a national private sector residential child care business and has experience of consultancy and business planning, business finance and leading safeguarding improvement interventions in local authorities.

Sally Lewis OBE
Sally Lewis OBE is Independent Chair for Bristol Childrens and South Gloucestershire Adults Safeguarding Boards. She is a Trustee of The Howard League and a strategic board member of the MoJ academy for Justice Commissioning. Sally was Chief Probation Officer of Avon and Somerset until 2014 and the Probation Chiefs Association lead for Integrated Offender Management.

Andrew Mason
Andrew is the chair of both the adults and children safeguarding boards in Telford and Wrekin and is also a main board member of a housing association, the Housing Plus Group and chairs its Property Plus subsidiary.

For the last 35 years he has run his own management consultancy business, working equally in the public and private sectors, specialising in business and organisational development. He was chair of NHS Telford and Wrekin PCT until its abolition in 2013.

Alan Caton OBE

Alan is the independent chair of both Islington and Central Bedfordshire Safeguarding Children Boards. Alan was a police officer in Suffolk for over 30 years before retiring as a Detective Superintendent. Alan is also a Local Government Association peer reviewer and the independent chair of the North London Sector Steering Group which is implementing the findings of a Child Sexual Abuse review and developing the concept of the ‘Child House’ across London.
